商务部部长:发展跨境电商以刺激消费回流-搜狐新闻  每日经济新闻记者 张雯   2015年“消费”马车发力,以66.4%的经济增长贡献率成为第一驱动力。   2016年,这辆马车要咋跑?   2月23日,在国新办2015年商务发展情况新闻发布会上,商务部部长高虎城说,商务工作从供给侧发力的一个重点,就是如何满足中高收入阶层个性化、差异化的消费需求,满足他们对品种更多、质量更好、更为安全、购物环境更为舒适的需求。   虽然在国内消费领域红红火火,但国人出国购物潮也奏出更强音:2015年,我国出境人数达到1.2亿人次,包括旅费、住宿费、购物费在内的境外消费则达到了1.5万亿元人民币。   “世界主要旅游消费群体”称号,由中国人继续保持。   如何打造更畅通的国内消费通路,并解决消费外流问题,将成为商务部今年商务工作重点之一。据高虎城透露,今年商务部将主要解决商品品种、价格、质量、安全、购物环境等方面问题,并发展跨境电商以刺激消费回流。   春节消费市场增11.2%   今年春节期间,全国消费市场增长达11.2%,其中大众餐饮、电影票房消费火爆。   国家统计局数据显示,2015年我国社会消费品零售总额超过30万亿元,仅次于美国,成为全球第二大消费国。   但是,在商品消费领域,我国距离发达国家仍有差距。   “从商品品种看,我国提供的商品种类仅有二三十万种,而发达国家某一知名超市的商品种类就超过70万种,”高虎城说,我们国家的另外一个突出问题,就是居高不下的物流成本。经过近年来的努力,我们的物流成本已经有所下降,但仍然比发达国家高近一倍。   “像小油菜,我在山东家里买一斤也不过1块钱,”在北京工作的白领小韩,老家位于蔬菜之乡山东寿光,其告诉《每日经济新闻》记者,“等我过完春节回到北京,一看,一样的小油菜要两三块钱一斤。差价都出在了中间环节了。”   统计数据显示,在中国,全社会物流总成本占GDP比重的21.3%左右,而发达国家则是10%左右,而在中国的农产品流通市场,仅流通成本一项就占据了农产品售价的50%~ 60%。   也因此,商务部将把供给侧改革的发力点落到了解决商品品种、价格、质量、安全、购物环境等问题上去。   今年消费结构面临调整   消费在2015年成为拉动经济增长第一动力,高虎城认为,原因来自多方面。   “十八大以来,我国城乡居民收入的增长连续三年都是高于GDP增长的,消费能力不断提高”,高虎城说,“第二,社会保障体系越来越健全,这就使人有钱敢于去消费;三是供给侧这些年来也在顺应市场。我个人认为,2016年还会延续这个趋势,这也是有关方面一个普遍的判断。”   而眼下,随着中高收入群体在中国的崛起,2016年消费尚面临结构上的改革与调整。   “中国目前有一个中高收入的群体正在形成,有人说是9000万人,有人说已经超过了1亿人,”高虎城表示,“不可否认的是,中高收入阶层正在形成,这个阶层的消费不满足于大众化的需求,也就是说中低端的商品和服务难以满足他们的消费需求”。   中国贸促会研究院研究员赵萍认为,从总体发展趋势看,我国人均GDP已突破7000美元,进入消费加速升级期,城乡居民消费水平已基本实现“从无到有”的转变,正在经历从以往的大规模、同质化、普及型的消费,向多样化、差异化、高品质的消费转型,进入“从量到质”、“从有到好”、“求新求特”的新阶段,多样化、多元化、多层次的全新消费格局正在加快形成。   中国社会科学院及社会科学文献出版社共同发布的《社会蓝皮书:2016年中国社会形势分析与预测》则指出,新常态下,居民的消费特征从模仿型、排浪式转为个性化、多样化,新的消费活力不断释放,信息消费、网购消费、旅游休闲消费等正在成为新的消费热点。相关的主题文章:
